Constellations are not real things, they are not real regions in space.
So very few objects are actually "in" any constellation (there is no way to be actually "in" a constellation).
The stars that make up the constellation shape are all in our galaxy.
But they are convenient landmarks in the sky to help people find objects.
So when they say it is "in" Draco, they mean it appears in the same area of the 2-dimensional sky as Draco.
But it is 400 million light years away - a long way outside our galaxy.Is the Tadpole Galaxy actually in the constellation Draco or is it just near Draco?It's close to the border with Hercules.
