You will NOT find a star at that specific coordinate, nor will you be able to locate it using a telescope.
Our Astronomy club has a 16 inch computer controller telescope.. When we plugged the star coordinates for one of those "certificates", into the scope, from a clear DARK viewing site, nothing was ever found.

There are firms that print a fancy bit of paper and take your money. No official body or any astronomer is going to honor your name. You could have printed this yourself and it will be just as legal and cheaper.
